I was not able to find any documents to support claims for ICO investors.

I dont think anyone here would be of help to you. This is a forum, more related to the Secret Foundation.
For anything Enigma related you have to contact them through their website https://www.enigma.co/
In my personal opinion, i dont know if anyone is gonna get any refund anytime soon, in the states your best bet is to reach SEC to file claims. On the other hand you can swap to SCRT on the Secret Network.
