I was wondering whether there is a way to transfer staked secret token to a new address without unbonding them ?

Unfortunately no. While you can change your delegations by ‘Re-Delegating’ instead of ‘Undelegating’, you cannot send your tokens to another address without waiting through the 21-day unbonding period.
There are multiple teams working on Staking Derivatives however, which would give token representatives of staked tokens, which will in some ways be a way around this, but not entirely.
