To continue our conversation from the governance call today (which was very well attended), we are discussing how committee leads should be compensated on an ongoing basis.
Right now committee leads are funded by the Foundation directly. It’s been proposed in a few different channels to instead fund leads via on-chain funding, with accountability to the broader community via charters and transparent updates about committee activities.
Note that this is different from funding of committees themselves - this is to ensure leads have the resources and continuity to effectively manage critical network processes and initiatives.
Points in favor of on-chain lead funding: independence for leads, accountability to whole network, transparency of funding, no centralized point of failure or trust for committee leads
Points against on-chain lead funding: proposal friction leading to uncertainty of compensation, up-front funding for initiatives means less ongoing accountability
Personally (as someone who deeply cares about maximizing the effectiveness of our community, not as the Foundation), I favor committees being as independent and empowered as possible and for there to also be better processes for participation and collaboration in our community. There’s always a balance between this independence and effective execution, and I believe it can be addressed via clear committee charters and Foundation support for intra- and inter-committee communication (while removing the conflict of interest created by off-chain funding). i.e. I believe we can move lead funding to the on-chain pool with minimal disruptions provided there is broad buy-in from validators and existing committee leads.
Decentralized organization is hard, and this is a hard problem. The goal is to move quickly and decisively towards a community consensus so that we do not have any disruption to the growth of Secret Network or its community.
This thread is for open discussion of this specific topic of lead funding, which does relate to other essential topics (use of on-chain funds for ecosystem acceleration, inflation and tax adjustments). Those topics can and should be discussed in other threads on the Governance sub-forum.
