Hi guys,  
This proposal is for the continued on-chain funding of the testnet team; myself, Alex, and all other capable mainnet validators.

Thanks to all the validators for testing the 1.3 upgrade, and Vlad and the rest of the Secret Labs team for their professionalism with any hurdles, as always.

We carry a surplus of $1450 over, and request $21500 for next quarter.
