Hi everyone,  
This proposal is for the continued on chain funding of the testnet team; myself, Alex, and all other capable mainnet validators.

Thanks to a favourable exchange rate and 5% buffer, we ran for an extra month, as we’ve done most quarters in the past.  
The [charter](https://sugary-pyroraptor-7e3.notion.site/Secret-Network-Testnet-Committee-Charter-Q1-2024-8df5530384fe47718c19c0450be49c72?pvs=4) and budget is unchanged for the coming quarter.
